Use of information resources in retraining the personnel in science and education

The use of the Internet-technologies is a very important in retraining of the personnel of science and education. The retraining can be organized on three basic levels for the beginning users of a Network.

The first direction can be considered as a zero level. A task of this level is to help users in education and science to receive access and regular use of electronic mail. By our estimations, today in the humanitarian and social sciences this level has approximately 30-40 % of the basic personnel.

The share of humanitarian and social sciences faculties has a maximum from 10 up to 20% who has passed this level.

The second direction can be considered as a level of free and regular use of the Network and search systems in it. The basic output here can serve a participation in special electronic conferences and preparation of various subject indexes and other connected to development of information resources.

By our estimations, today in humanitarian sciences this level has approximately 15-20% of the basic personnel. At the same time the share of faculties of humanitarian sciences, who can use the Internet navigation hardly reaches 10%.

The third direction can be considered as a level of development skills of construction and publication of the own sites in the Internet. This level assumes a work with the Web-editors (such as Front Page, HTMLpad, Hotweb etc.), use of the HTML and also special software opening an opportunity to work with images and a sound (Adobe Photoshop, Corel Draw etc.). The result of work at this level can be creation professional sites, the publication of the electronic books, databases, textbooks and manuals, etc.

By our estimations, today in humanitarian sciences and education a considered level have overcome about 1% of the scientists and faculties totally. As against previous levels the situation of businesses here is fixed precisely. The reliable indicator in this case is simple. There are a very few of the professional sites in the Runet today.

In whole use of the Internet-technologies in retraining the personnel in science and education can have the important meaning for strengthening positions of humanitarian knowledge in a new information society.
