In December 2001 on the web-site www.ras.ru the first version of the Concept for creation of Information System of the RAS was published. The basic lines and the purposes of system development were fixed. Alongside with traditional lines, for example, information services for scientific researches, the Concept contains a number of new lines and development challenges. Inclusion of new lines reflects state-of-the-art and predicted changes in the nearest years in the sphere of science and education of Russia. The paper contains the analysis of the challenges in the system engineering that concern to new lines.
