The paper presents a new approach for a visual design of web-portals. The importance of the designing stage in the development process is argued. The advantages of the proposed approach are given. The Porto software system, which was developed with the use of Python (one of the most promising high level languages for web applications prototyping), implementing the discussed approach is described. Architecture of the system is presented. Several arguments for using this software as a tool for systems analysts, who are responsible for web-portal designing, are given.
