Information control in the Internet. Hate speech filtering

There are different materials in the Internet. It is necessary to restrict an access to ones containing pornography, hate speech, etc. Three types of restriction are used: law enforcement, technical methods which restrict an access to particular texts or graphics on the base of analysis and restriction of an access to links to the materials.

We consider a practice of laws application in Russia. Technical restriction are divided to user-side restriction and service provider-side restrication. Several software programs could be used to restrict an access to adult sites or to sites with hate speech. CyberPatrol, Cybersitter and others were tested and evaluated. Free software packages such as Squid for UNIX were examined as well.

It is possible to include a special feature into any Internet search system. The feature will hide links to unnecessary information by user request or after the browser configuration. Altavista company add the feature to its search system several years ago. The only one Russian company, Yandex from Moscow, include the possibility to filter adult texts by request to its search system, www.yandex.ru. It was named "family filter".

EUSP and Yandex combined their forces to make a research enabling the hate speech filtering for Russian-language texts.
