In the beginning of the XX century Japan came though victories and defeats; in the XXI century it transformed into great economic state and impetuously entered international community. Information is a key to competitive advantage both for businesses and modern states. Therefore, it becomes all the more urgent to build the basic telecommunication infrastructure, to develop capable human resources and to make the best use of information technologies for every aspect of human activity. Today Japan lags behind many other countries in the application of IT technology. In part, this may be attributed to conventional corporate culture; but this is insufficient to explain all the factors behind Japan's lackluster performance. Japan needs to graduate from its existing industrial structure and move on to more advanced fields.
