Since the middle of the 90-ties the Federal and the regional state programs of informatization, the concepts of transition to the Information Society in various regions (Moscow, St.Petersburg, Ekaterinburg, Republic of Karelia etc.), various topical programs and initiatives targeted to stimulate the process of information technologies introduction into the life of Russian society have been developing. The new phase of the development of the Information Society technologies in Russia started in 2002 by the acceptance of the Federal Object Program "eRussia (2002-2010)". In order to unite the potentials and the experience of various organizations interested in successful implementation of the Program eRussia in the North-West Federal Region the Partnership for Development of the Information Society in the North-West region of Russia (PRIOR NW) was created.
The Partnership is an interregional public initiative aimed to supplement the existing state and non-governmental programs directed at the development of various compounds of Russian Information Society. The Partnership gives particular attention to the coordination of the effective implementation of the Federal Object Program "Digital Russia" and the introduction of the social technologies of the information society. The activity within the framework of the PRIOR is carried out on the basis of the transparency of the acceptance and bringing about of the resolutions, open competition for the research, working-out and professional services rendering.
