e-GOVERNMENT: THE STAGES OF DEVELOPMENT AND COMPARISON OF EXPERIENCE

The approaches to e-government concept are analyzed: "wide" and "narrow" senses, "moderate" and "radical" studies. E-government is a practice and an organization of the activities of the public administration bodies on the web base of the information and delivering of the public services. There are five stages of e-government development (accordingly to ASPA): emerging web presence, enhanced web presence, interactive web presence, transactional web presence and fully integrated web presence. It can be named new stage - participative e-government. Different experiences of e-governmental portals are described (the UK, Canada and the USA).
