This report considers the democratic political system transformation problems and perspectives under the influence of the information revolution. In particular the e-Government conception built on the basis of the latest Internet-technologies in public administration use and its impact upon the character of the relationship between the state and civil society is analyzed here. So in connection with the e-Government conception the question of digital democracy establishment perspectives and the tendencies to contemporary democracies transformation from representative to participation model is investigated.
