The paper overviews the fundamental problems of e-Government implementations - issues of civil society and democracy in the postindustrial world or in the information society. The analogy between e-Government and the enterprise information systems is introduced. The need of business process re-engineering and conversion of the government from the departmental and functional structure to the citizen-oriented services are stated. E-Government project may be defined as successful only if it is useful for citizens, businesses and state itself. The major problem faced by e-Government projects worldwide is the problem of Digital Divide.
